Edmond Kombat Honoured as Energy Reform Champion for Petroleum Sector

The award, handed over by Energy Minister John Jinapor, spotlights the push to make Ghana’s debt-heavy energy sector financially stable.

Edmond Kombat has been named Energy Sector Reform Programme (ESRP) Champion of the Year 2026 for the petroleum sector, in recognition of his role in pushing reforms within Ghana's energy industry.

The Minister for Energy and Green Transition, Dr John Abdulai Jinapor, presented the award at the Energy Sector Performance Review Retreat, which is currently under way. MyJoyOnline reported the presentation.

What the award is for

The ESRP Champion Award was introduced in 2025. It is given to heads of institutions operating within the energy sector who are judged to have made a notable contribution to the goals of the Energy Sector Recovery Programme.

The assessment focuses on four areas: how much revenue an institution brings in, how well it cuts costs, how efficiently it runs its operations, and the quality of its governance.

Those four measures are not chosen at random. They sit at the centre of government efforts to put the energy sector on a sounder financial footing, after years in which shortfalls in the sector have weighed on the national purse.

Why the retreat matters

The Energy Sector Performance Review Retreat is the setting where the ministry and the agencies under it take stock of how the sector has performed. Awards such as the ESRP Champion are used to single out institutions and their leaders who have delivered measurable results against the recovery targets.

For readers following Ghana from the United States and elsewhere, the energy sector is one of the areas most closely watched by investors and development partners. Shortfalls in power and petroleum finances have historically translated into tariff pressure, supply problems and demands on the state budget, so reform progress in this space is tracked well beyond the sector itself.

What we still do not know

The report does not state which institution Mr Kombat heads, the specific results that earned him the award, or the full list of other recipients at this year's retreat. It also does not set out the scale of savings or revenue improvements recorded under the programme so far.

Those details would normally come from the Ministry of Energy and Green Transition's own performance review documents. Until they are published, the award itself is the extent of what has been confirmed publicly.
