Health Ministry Denies Leaving New Doctors Jobless After Training

The Ministry says housemanship and permanent employment for newly qualified doctors follow a set process, after claims of abandonment spread online.

The Ministry of Health has pushed back against claims that Ghana trains medical doctors only to leave them without jobs after graduation.

In a statement reported by the Ghanaian Times, the Ministry described the claims, which have been circulating on social media, as misleading. It said there are established procedures that move newly qualified doctors from housemanship into permanent employment.

How housemanship works

Housemanship is the compulsory two-year practical training that every newly qualified medical doctor and dentist in Ghana must complete before full practice. According to the Ministry, the first year is served at secondary and tertiary health facilities, while the second year takes trainees to the district level, where they get experience closer to community-level care.

Recruitment and posting of house officers are handled jointly by the Ministry and the Medical and Dental Council (MDC), the body that accredits medical training institutions and registers and regulates doctors and dentists in Ghana.

The Ministry said three batches of newly qualified doctors began housemanship in 2026 at different times. The timing depended on when each group graduated and when the required processes were completed.

The financial clearance question

One of the common complaints among young doctors in Ghana has been delays linked to financial clearance, the approval needed before government can place a person on the public payroll.

The Ministry said financial clearance for the full two-year housemanship programme is secured before the training begins. That means a house officer does not need a fresh clearance to move from the first year to the second year.

On permanent jobs after housemanship, the Ministry said it has an arrangement with the Ministry of Finance so that doctors and dentists move into permanent positions immediately after completing the programme.

Recruitment currently under way

The Ministry disclosed that it is recruiting the 36th batch of Medical Officers and Dentists and is preparing to open recruitment for the 37th batch. Members of that 37th group have recently received permanent registration from the Medical and Dental Council.

It also explained a change in how it recruits. The process now begins with identifying actual vacancies in health facilities before qualified doctors and dentists are invited to apply. The Ministry said this is meant to tie postings to real staffing needs and approved requirements, rather than sending medical personnel to facilities without checking whether positions exist.

Why it matters

For families here and for Ghanaians abroad whose relatives are in medical school or just out of it, the dispute is about timing and certainty. The Ministry's position is that the system works and the delays being talked about online do not reflect how the process is set up.

The statement does not give dates for when the 37th batch recruitment will open, or how many vacancies have been identified so far.
